Housing Assistance Payments 

RACB receives funding for Housing Assistance Payments (HAP)  monthly from the Department of Housing and Urban Development (HUD).  Therefore, payments are made on approximately the first business day of the month.  RACB no longer mails checks to owners.  Rather, owners are required to participate with direct deposit, which will reduce interruptions and delayed payments.  A direct deposit authorization form will be mailed to the owner with the lease and contract. Once the lease and contract have been signed and returned to our agency along with the completed direct deposit form, payments are electronically transferred to the owners account.  Failure to provide your bank information will result in a debit card for payment.

To view your payments online, anytime after the first deposit is made, you can log into the secure web site www.hapcheck.com and view them.  Your tax id (social security) number is your login name and if you have lost your password, you can email Karen at our office to get a reminder.  Her email address is kew@racbny.org.  

NEW CASH MANAGEMENT PROCEDURES (January 2012) - Last month, the U.S. Department of Housing and Urban Development (HUD) announced the implementation of new cash management procedures for the disbursement of housing assistance payment (HAP) funds to housing agencies.  The new procedure was implemented  to comply with the requirement that limits advances to the minimum needed to be disbursed.  The Rental Assistance Corporation of Buffalo will disburse the HAP funds immediately upon receipt from the City of Buffalo.  However, the funds are not released from HUD until the first working day of the month.  Please be aware the funds will not be available until the first to fifth working day of any given month.  We appreciate your understanding of this matter.
